<p>ICT is an abbreviation that means &#8220;Information and Communications Technology&#8221; (or technologies). This is a blanket term that refers to many forms of communication. ICT in society might include television, cellular telephones, satellites, radio, computer software, computer hardware and many others.</p>
<p>Basically, any form of moving information from one place to another could be considered a kind of ICT, but it generally refers to systems that use electronics, computers or other forms of modern technology. It is a term heard more often outside the US, and often is used in reference to a particular area such as: &#8220;ICT&#8217;s in education or healthcare.&#8221;</p>
<p>In our modern world, we are using these technologies every day in so many ways and it is very easy to take them for granted. Like the light bulbs in our houses, we seldom stop to think about how amazing it is that we can walk into a dark room and flip on a light switch. However, like the complex system of power stations, wires and amazing devices that bring us electric power, the ability for us to communicate so quickly and effectively requires and amazing amount of knowledge, resources and time to implement.</p>
<p>We have a whole world of information at our fingertips through the power of the World Wide Web, television and radio, as well as the ability to reach out to another person nearly anywhere in the world through the amazing advances of telecommunications. These technologies are absolutely essential to the operation of our modern culture, illustrated by the fact that I am writing and you are reading this via the most profound of Information and Communication Technologies: the computer.</p>
<p>Not everyone is so lucky, however. These essential tools to our modern existence that we so take for granted are not present everywhere. There are entire nations that are still struggling socially, politically and financially, and these places lack the resources to make full use of these modern wonders. For nations looking to join modern society and thrive in the global community, these Information and Communication Technologies must be understood, implemented and used effectively. Development through ICTs is one of the most effective ways for nations to join the global community.</p>
<p>Of course as you can well imagine, that takes a lot of support from experts who are already doing this in other places. This is where organizations like the Global e-schools and Communities Initiative comes in.</p>
<p>GeSCI was established in 2004, founded by the UN ICT Task Force. The United Nations ICT task force approved a proposal for a UN affiliated organization to provide demand-driven assistance to developing countries seeking to utilize the tremendous potential ICT&#8217;s have for improving the quality of teaching and learning in primary and secondary education.</p>
<p>These types of organizations are doing amazing things to bring these essential tools to our neighbors around the globe. Resources that are easily taken for granted are recognized by the founders of these kinds of task forces to be rare and crucial in other parts of the world. They are dedicated to helping everyone who wants to catch up, and join the global conversation.</p></div>

Lucas, Jr.  and Margrethe Olson from NYU and the DMR Group in Australia:&#13;&#8221;Information technology (IT) contributes to flexibility by:&#13;1) Changing the nature of organization boundaries and the time when work occurs&#13;2) Altering the nature and pace of work&#13;3) Helping firms respond to changing market conditions&#13;But, there are also aspects of technology which can decrease flexibility, and there may be second-order impacts of flexibility that are not easily predicted. &#8220;&#13;Expenditures in the United States&#13;In the United States alone, it has been estimated that capital expenditures for communications technology has reached over 1/3 of the total figure.  This means that a sizeable chunk is being devoted to improving communication and data retrievable in businesses. &#13;The picture has been optimistic since the dawn of the World Wide Wed, with the birth of decentralized data retrieval and data processing systems. &#13;Uncertainty and flexibility&#13;The issue in businesses is rooted in the uncertainty of doing business alone.  The increased amount of expenditures in communications and other related technologies can be seen as one of the ways to safeguard one&#8217;s business from financial harm. &#13;In a world drawn completely to the centripetal movement of the global financial system, there is no clear indication what type of system would remain robust.  In the long run, those who have been continually improving their systems will be the last to fall.  This is manifested in the way the newer startups in the DOTCOM boom and bust have been able to roll with the tides. &#13;Working with little capital, these small merchants have been able to brave and survive uncertain times by implementing strategic communication channels between buyer and seller. &#13;Flexibility is the key term here, and is further is explained by Lucas and Olson:&#13;&#8221;All of these observations suggest that flexibility is the ability to adapt when confronted with new circumstances; a flexible organization defends quickly against threats and moves rapidly to take advantage of opportunities.  Flexibility provides the organization with the ability to adapt to change and respond quickly to market forces and uncertainty in its environment. &#8220;&#13;The investments take shape&#13;What kinds of investments are we looking at here? The basic premise is that these investments are intrinsically linked with the improvement of production.  Production takes a lot of work; and is now being aided by the most powerful computer systems. &#13;As stated by Lucas and Olson, even the mechanization of basic forms of data is part of the progressive turn to information technology:&#13;&#8221;Significant IT investment is for basic mechanization of the records of production and distribution of goods and services (e. g. , invoices) or for actions like themselves, electronic money transfer.  Technology is also used for manufacturing (such as CAD/CAM) and computer-integrated manufacturing (CIM).  A centralized database enables production and dissemination of information for management control as a by-product of mechanization. &#8221; </p>

This futuristic way of watching TV has been envisioned for years.   In fact, it&#8217;s a rare science fiction scenario that doesn&#8217;t anticipate some kind of holographic or three dimensional entertainment or communications technology. &#13;</p>
<p>3D TV has a lot of practical uses for a lot of different people both professionally and personally.   For example, the applications to diagnostic medicine are pretty obvious.   After all, a two dimensional X-ray could never compare to viewing a scan of someone&#8217;s innards from any angle when it comes to figuring out what&#8217;s wrong with them.   Three-D scans could take the guess work out of a variety of different types of surgery by allowing doctors to look at wounds, tumors, foreign objects, broken bones, and blockages before even opening a patient up.   Plus, when combined with real time scanning technology that&#8217;s already available, 3D TV could even allow doctors to look at the physical processes of living people in real time!&#13;</p>
<p>The applications for physicists, scientists, and engineers could also be extremely useful.   Much like doctors could do with humans, zoologists could look at the inner workings of exotic, even possibly endangered animals, without dissection.   Physicists will be able to use the technology to analyze complex processes that would be extremely difficult to conceptualize in two dimensions.   Engineers will be able to do similar things with the technology in order to visualize the things that they&#8217;re building and designing.   If you think about the extremely small applications of nanotechnology, you can see how 3D TV could be extremely useful for the development of that technology as well.   After all, with most other mediums people can look at their prototypes. &#13;</p>
<p>One of the first forms of entertainment that will benefit from 3D TV will be video gaming.   That&#8217;s because most modern video games generate their images in 3D and then convert them to two dimensions for display on a computer screen or a TV screen.   This means that it would take only minor changes to how video games work in order to display a huge number of them in 3D. &#13;</p>
<p>Creating TV programming in three dimensions is a little more difficult, but several well known directors are working on 3D movies right now.  There&#8217;s also software under development that converts 2D video into 3D images that can be shown on prototypes of 3D TV sets.   The software still has a lot of bugs that need to be worked out.   While it does convert 2D programming to 3D programming, it doesn&#8217;t render the images very realistically.   At least one version of the software that&#8217;s been developed so far is that it can be run on hardware that&#8217;s widely available.   In fact, a laptop computer was able to run prototype software without any trouble. &#13;</p>
<p>While we can&#8217;t be completely sure how 3D TV will play out- especially when it comes to compatibility and creating programming for it- we can be sure that it is coming, and by all accounts it should be coming in the near future.  </p>

This highlights some of the major challenges with submarine information and communications technology (ICT).   Under good conditions currently available subsea modems can perform their role satisfactorily.  However, when the hydro-acoustic conditions get worse due to interfering noise, varying multi-path propagations and other factors, communications may and often do fail.  Even in calm seas, the stratification of the water body can cause severe signal reverberations and dynamic fluctuation of the channel properties, resulting in poor transmissions. 			<content:encoded><![CDATA[<p>Though there seems to be an endless supply of other shoes to drop into the current economic chasm, there seems to be a general consensus that commercial real estate is going to take a significant hit.  The shoe that could end up kicking commercial real estate down further and is relatively unknown or just not thought about is technology.  Developed countries around the world, save a few, have never gone through such a potentially devastating economic cycle with the amount of technology we have at our disposal.  What that technology allows for will greatly affect the length of the commercial real estate recession and its effects on the overall economy. With our daily dose of eye popping layoffs, the top question on every company&#8217;s agenda is how to cut costs.  When looking to cut costs the typical first question is how many people can be cut and how much of a cut in productivity can be tolerated.  But with all of this technology, there is now the possibility to cut costs and keep the same amount of productivity.  This wasn&#8217;t a viable option in previous recessions, but this time around companies can start sending people home to work, which is all made possible by the giant leaps in communication.  People have been telecommuting for years, but with the great expansion of communications technology coupled with a downward economy, the cost cutting choice between cutting a group of employees and cutting out leased floors in a building has become a whole lot easier.  The last time we saw a boom in telecommuting was the September, 11th attacks and the catalyst was the fear of travel and a shaky economy.  Audio and video conferencing sales soared and using the technology was all the rage.  The big problem back then was that the technology was a bit more difficult to use and everyone went back to their old ways of working after the crisis.  The difference now is that the technology has come very far and the new catalyst is a crashing economy that, in my opinion, will be an even stronger catalyst than September 11th.  Fickleness and discomfort around the use of technology for basic operational issues is gone.   I recently spoke at a conference about this and I asked a very simple question.  Has anyone ever sent an email to the person in the office next to them? Everyone looked around like it was a trick question, but the reality is that there is no difference between sending an email to the next cubicle or around the world.  This is now the same for almost all types of communicating including voice, video, text, Instant Messaging, etc. , and connecting them all together in 2009&#8242;s buzzword called, unified communications.  In the telecommunications arms race between the Telco&#8217;s and the cable companies, there has been such a huge push for mega bandwidth to the end customer to try and own them, that they have inadvertently made millions of households viable for high speed telecommuting.  In addition to the end user having the capacity, most applications that company employees need access to have moved to secured web based applications that can be accessed through the internet over these super networks.  With the actual communication media being so robust, an employer&#8217;s largest concern about sending an employee home is the potential for slacking and a loss of productivity.  However, there are very sophisticated systems available to track employee&#8217;s progress and activity remotely that can resolve this issue as well.  Even though this is not viable for every office worker, the ones that are allowed to do this end up being more productive; think less water cooler conversations, coffee breaks, and long lunches.  There is an argument that the employees lose some of the social aspects that bind an office together, but the employees become less stressed without long commutes and early wake-ups, and they end up being happier all around with their job. So, what does all of this have to do with the real estate market? Simply stated, with all of the supply in the technology arena the demand for physical office space is going to be reduced.  Office space has always been a property type that is less desirable due to its susceptibility to economic pressures.  Now more than ever companies are looking to chop space and get lean, and office space is going to take an even harder hit.  With more space on the market, rinse and repeat and you will have a serious glut of space.  The glut of space will end up deflating rental rates reducing cash flow and reducing market value of the properties.  If the past 12 months have shown us anything, examining past trends do not help us in this market.  Investor&#8217;s buying commercial real estate trying to use past trends to make future gains are going to get crushed short term.  Why? Because even after the economy recovers companies are not going to take on an expense for space that they have done without through telecommuting.  The Gartner Group&#8217;s last estimate was that there was 137 million teleworkers worldwide and, &#8220;This growth will mushroom as companies learn more about telework benefits and its highly advantageous return on investment, and the proliferation and use of online job boards and virtual hiring,&#8221; according to a report in Innovisions Canada. So that is the argument for office space, but what else will technology affect? On the retail front, there is an entire generation that is getting used to conducting their lives online and that includes buying products.  People that were born in the late 60&#8242;s and throughout the 70&#8242;s are a generation that has one foot in the past bricks generation and another in the future clicks generation.  If I look at myself, I would say that there are some things I am not comfortable buying online but my younger colleagues and friends have no problem buying everything needed online.  It&#8217;s a generational shift and it&#8217;s going to add strain on the retail property market during a downward economic cycle.  Take Blockbuster for instance and their huge initiative to follow Netflix in the online ordering of movies.  Right now those services are sending the DVD&#8217;s to your house without ever setting foot in a store.  Many of the big cable and satellite providers in the industry are trying to make it viable to download 1000&#8242;s of titles from their cable and satellite boxes, and so far the On Demand services are on the forefront but lack in volume of titles.  On another front, Telco&#8217;s are developing a robust broadband solution over IP, and in Microsoft&#8217;s case they are trying to enable downloads right into their Xbox entertainment system via the web.  How many empty Blockbuster stores and other video stores is that going to push onto the market? Okay, so that&#8217;s digital media and one could argue it is an exception due to ease, but technology is enabling the ordering of many other services to be delivered right to our front doors.  Are people still going to go out and shop? I would say yes because it seems that many people have turned shopping into a hobby (think better times), but with our youth becoming more introverted and more accustomed to everything being at their fingertips, maybe less than before on a per-capita basis. Mobile technology efficiencies are not going to destroy office space or retail spaces on a whole, however it is important to understand that in an evolving technological economy, as well as a down economy, they start becoming a lot less necessary.  Commercial real estate has always been a sound alternative investment but the last 12 months have proven that investing in these types of properties takes a lot of experience and more importantly, an open mind about what&#8217;s to come to gauge future cash flow and value.  Betting against technology has never been a very sound investment strategy and this is definitely not the time for anyone to put their head in the proverbial sand. Often it is the CIO of the company who escort this fundamental shift in the business revenue stream.  Leading others through modernization, revolutionize and transformation means you must be able to make changes yourself. Forget about asking whether technology drives business or business drives technology.  Stop perturbing about whether or not technology is strategic.  Silence all the confusions about how advance this technology is to that technology.  In technology, there are numerous questions that if you have to ask, you probably already know and don’t like the answer.  A more satisfying line of inquiry is how much of your technological horsepower is actually being used to turn the wheels of innovation. Some people says that Technology drives business modernization, novelty, success &amp; Innovations that opens up new doors of opportunities, improves the company’s performance on the whole, sharpens the company’s market intelligence, and makes new things possible for the clients.  Another school of thought is that the Business Drives Technology, as such integration is about assisting business to facilitate their profitability by utilizing technology and other resources available to the enterprise.  But realistically speaking, the driving force comes from the CEO and CIO of the company, who both endeavor to leverage technology to its fullest potential.  In a society that has become entirely dependent on computers and immediate communications, technology is becoming the heartbeat in the process of office design as decisions on layout and services.  Some aspects of technology, like the computer animation &amp; communication, are highly visible demonstration devices.  But more of it is in the largely unseen infrastructure, with the emphasis on sophisticated wiring and smart communication devices to provide for an ever greater flow, and on communications and power facilities to keep operations running through almost any anticipated calamity.  In the modernization of the today’s businesses, Common business drivers include; Mergers and Acquisitions, Internal Reorganizations, Application and System Consolidation, Inconsistent/Duplicated/Fragmented Data, New Business Strategies, Compliance with Government Regulations, Streamlining Business Processes.  To achieve the success in the accommodation of these business drivers, the sturdy and smart input would be required from both the parties i. e.  the business as well as the technology. In a company, you could cover every surface in your office with how to manage change.  But one aspect of change management that often dodges IT Managers is how to better influence corporate colleagues.  If information technology drives business decisions, the IT executives must communicate and be persuasive with other department heads on key project management issues. Strategic planning for Information Technology is one component of an overall company vision for success.  This psychoanalysis facilitates IT professionals to successfully define short and long-term goals and ascertain the resources necessary to apprehend such goals.  To ensure success, the strategic plan should be developed in a thorough but rapid manner, consist of a brief, succinct compilation of analyzed data, and provide opportunities by which additional planning and analysis can occur. Several important benefits occur as the result of a successful strategic IT plan.  First, employees are provided with an understanding of how their role fits in with the overall company structure.  Also, this planning allows managers to realize additional opportunities for growth and success.  Finally, important relationships between technology investment and positive outcomes, such as increased market share, are revealed. It’s now become the industry dilemma that IT people need to know more about business.  They need to understand the disciplines and the lingo of business process management, business performance management, customer relationship management, supply chain management, financial management, human resources management, operations management, etc.  Lacking that knowledge, communication with business people and understanding of business requirements will forever be troubled. On the other hand the Business people should also drive their efforts to know more about information technology.  As with all communication and relationship issues, this is not a prejudiced problem.  Just as IT people need to become more business-oriented, business people need to be more IT-oriented.  They need to understand the roles and relationships among the many different kinds of technology upon which their information systems depend, and they need to understand the dependencies among those technologies.  Business people need to have a working knowledge of the technology stack as it affects their capability to get information, perform business analysis, and make informed business decisions. Beyond the relatively straight-forward needs of business becoming IT-oriented and technologists becoming business-oriented, there lies a new challenge.  We must develop common understanding and shared perspective of value, an issue that is both a business concern and a technology consideration.  When business and IT have different meaning and outlook for value, conflicts are certain to arise. Business and IT organizations often have two evidently different perspectives of value.  IT expert generally take a data-to-value approach.  Where Data produces information, information enhances knowledge, knowledge drives action, action produces outcomes, and favorable outcomes deliver value.  Business management typically uses a goals-to-value system.  Business drivers and goals determine strategies, strategies drive tactics, which in turn produce results, and positive results produce value. Effective business/IT relationships are ultimately a question of alignment.  New IT skills, new business skills, and new perspectives that sets the stage for business/IT alignment.  But it doesn’t assure alignment.  To achieve genuine association there are several things that must be done; some by IT, some by the business, and some collectively. Conflicts between business and IT organizations have existed from the very beginning of automated Information Systems.  We have accelerated in so many ways both in business and in technology.  However, the problem still pestilences most of the businesses.  The Business/IT crack must go away.  The cost is high; the value is null; and the barriers that it crafts grow bigger each moment.  The problem can be fixed, and the time to fix it is now!   </p>
